The biggest target for that statement is Despair's tale. The prose is excellent. The comic book medium they used was puzzling. Sure, the watercolor photo album approach is lovely yet melancholy looking but it wasn’t as intuitive to follow which narration box to jump to next. Changing the artstyle every story isn't detrimental but it takes away more then it adds.
However, most of the tales provide some parts backstory some parts extension to The Sandman lore. The writing and the long-lived, distant but universal beings that dwell within the Sandman universe are mysterious, alien but full of heart.
