hopefully not giving anything away, but in book 4 there were more wolves to accommodate for the increased number of vampires in the area...
Sam turned months and months before all the others he was just the first one in the chain and as the others became of 'age' they followed suit...

jacob began the change because victoria was still in the area trying to get to bella. although the pack may have been big enough for one vampire, the change may have been in answer to the fact that they hadnt been able to accually catch her and destroy her.
