 Andrew Trevayne, a self-made business millionaire, was recruited to head a subcommittee to investigate defence spending. What he had uncovered was something beyond his comprehension. The giant conglomerate, Genessee Industries, was involved in more than ethical defence contracts and business work. The organization is able to extend its network by finding sympathetic supporters and preys that can be controlled, extorted or manipulated in all kinds of political and business circles.

The ending is an unusual one among Ludlum’s series whereby the main character did not defeat or control the perceived enemy, only a truce and the continual stand-off. Perhaps it’s a reflection of the author’s resignation towards ultimate triumph towards pure political struggle between perceived good and evil. To achieve the greater good, one perhaps has to live with a certain degree of necessary evil.

 Talk about your vicious cycle! The very thing that Trevayne fights against, he becomes a victim of it! How sad! Very sad! But I guess that's how it is in politics. It may be Ludlum's idea but quite real. Is there a government in any world not riddled by some form of corruption? The corruption is there...it comes in various forms. I guess it depends also on the type of governance. Hmm...something to think about, huh?
